关于龙星计划
近年来,我国经济得到了持续发展,这意味着我国不仅在产业,而且在科学技术等方面要面临全球一体化的严峻挑战。在这激烈的竞争中,优秀人才是取得胜利的关键因素(在信息领域显得更为突出)。我们高兴的看到,海外一批中国留学生现已学有所成,在诸多信息科学前沿领域做出了重大贡献。
龙星计划就是组织一批在美国学术界已有成就、有一定地位的原中国留学生,不定期回国就某一领域,在中国各地大学,系统地讲授一门美国研究生课程(每门课程15-30课时)。同时,就所讲课程的学术领域、有关课题与国内科学家及研究生共同讨论研究。这对提高我国科研水平和培养优秀人才都将起着重要作用。
(1)龙星计划委员会(下称委员会)分为两部分,即海外部分和国内部分。分别由一位主任主持工作。委员都是国内某一技术领域专家。委员会负责遴选讲者、确定承办单位和课程设置等工作。 设在中国科学院计算技术研究所的龙星计划办公室为龙星计划顺利实施提供必要的支撑保障。
委员会每年征求授课讲者和承办单位,公布学术交流领域。各大学提出申请后由委员会进行选择。龙星计划每年评估学术交流活动情况,为下一年课程安排做参考。
(2)每年组织6-12人次回国讲学、短期工作。每次讲授一门研究生课程,计15-30小时。课程仅面向中国计算机学会会员招生,免收学费,食宿自理。CCF会员申请信息地址:http://www.ccf.org.cn/c/2017-02-22/582915.shtml 。
(3)承办单位负责组织学员及提供各种信息,以保证课程的圆满成功;负责给课程提供必要的设备、场地等;负责给讲者提供市内多方面的服务(如交通、住宿等)信息。
BYLAWS OF THE DRAGON STAR COMMITTEE
ARTICLE 1 - ORGANIZATION
1.1. Name. The organization ion is a volunteer organization known as the Dragon Star Committee, hereinafter referred to as DSC.
1.2. Sub-Committees and Office. There are two sub-committees: Dragon Star Committee Sub-Committee of Overseas (DSC/OS) and Dragon Star Sub-Committee of People's Republic of China (DSC/PRC). When authorized by the DSC, an office may be established for daily operations.
1.3. Membership. DSC/OS members must have scholarly expertise in technical fields that PRC is interested in. To become a DSC/OS member, one must be nominated by DSC/OS chair and approved by DSC. To become a DSC/PRC member, one must be nominated by DSC/PRC chair and approved by DSC. Any member in DSC/OS or DSC/PRC is a member of DSC. The term length of DSC membership is typically three years and renewable. DSC can terminate a person's membership with a prior notification of 30 days.
1.4. Chair of DSC. DSC should have two co-chairs. Co-chairs must be elected by a DSC meeting. They chair sub-committee, respectively. The term length of DSC chairmanship is typically three years and renewable.
1.5. Liability and Responsibility of DSC Members. Individual members (including co-chairs) of DSC are responsible for their own liability (including, but not limited to, legal, financial, medical, etc) for their activities related to DSC functions. DSC (either as whole, any of its sub-committees, or any of members including co-chairs) has no any liability for its member's activities related to DSC functions.
1.6. Financial Support to DSC Members. As a volunteer organization, DSC will not pay DSC members for their services. However, DSC may acquire fund to cover travel expenses of DSC members.
1.7. Meetings. DSC meetings must be called jointly by co-chairs. A DSC meeting can be held in a physical location, or in the form of teleconference or email exchanges. Three days before a DSC meeting, the co-chairs must notify the members the agenda and form of the meeting.
ARTICLE 2-GOAL, OBJECTIVES, and FUNCTIONS
2.1. Goal and Objectives. Our goal is to help the People's Republic of China (PRC) to improve its graduate education in Computer Science and Engineering. In particular, our objectives are as follows:
2.1.1. to provide timely and comprehensive training to PRC graduate students on selected research subjects;
2.1.2. to increase awareness of the latest progress of Information Technology for the research and development community at large in PRC; and
2.1.3. to carry out this initiative in a cost effective way while making an impact as big as possible
2.2. Functions. DSC may engage in variety of functions in order to achieve its objective. Functions may include the following:
2.2.1. To organize graduate-level courses in the field of computer science and engineering. The courses should be taught by internationally recognized scholars and be offered in a diversified set of universities in PRC. The courses should be open to all P.R.C. graduate students who are interested in the subject. The DSC office manages admission control.
2.2.2. To organize seminars and workshops with the purpose of enhancing education and research in Computer Science and Engineering for PRC.
2.2.3. To encourage its members to exchange scholarly visits.
2.2.4. To encourage its members to collaborate in scientific research tasks upon mutual agreement.
Article 3- AMENDMENTS
3.1. These Bylaws shall become effective upon adoption by a two-thirds vote of the members present at any DSC meeting called for that purpose.
3.2 These Bylaws may be amended by a two-thirds vote of the members present at a DSC meeting which follows 30-day advance notice of the proposed amendments to the DSC members.
